Inmate Bill of Rights: Revised Edition

1. FREEDOM TO COMMUNICATE
Wardens MUST NOT remove an inmate's access to their communicator or the public network, UNLESS the inmate is using the public network to deliberately harm others OR the network itself is a source of direct harm.

2. RIGHT TO MAINTAIN AUTONOMY
Wardens MUST NOT possess, puppeteer, put to sleep or restrain an inmate UNLESS the inmate CANNOT be talked down, AND is going to hurt more people if they're not stopped, AND the control ends as soon as the present threat is handled.

2a. If an inmate decides in their own right mind to do something that sets off a warden's AUTOMATIC, reactive/defensive powers, then this doesn't count as the warden breaking the right. (Aka "Play stupid games, win stupid prizes".)

3. RIGHT TO PERSONAL SPACE
An inmate will ALWAYS have access to a private space (eg, their cabin), that is always available for them where they can eat, sleep, clean themselves, and (if the inmate would like) have access to fresh water and a toilet. Asking for a room improvement will never be used against the inmate, and a warden will not reduce an inmate's room to the point that an inmate can't do all of the above.

4. RIGHT TO PRIVATE PROPERTY
An inmate is allowed to tell a warden that they cannot search their private space UNLESS a second warden is supervising the first warden. If the inmate is not comfortable with the second warden, a third warden can also be asked to supervise.

5. RIGHT TO SINGULAR JUDGEMENT / FREEDOM FROM DOUBLE JEOPARDY
An inmate WILL NOT be punished for the same incident twice. Holding someone in Zero does not count as punishment IF it's for less than 24 hours, AND the time the inmate is in Zero is being used to investigate the full damage caused by an incident. Any wardens upset by the incident being investigated must bring up their problems in this time. (A warden retaliating against an inmate for the investigated crime AFTER the window closes is breaking this right.) Further harm discovered after 24 hours (eg, a new or hidden body) is a new, separate incident.

5a. An inmate's paired warden is the default person to organise any required punishments for their own inmate, unless they are too close to the incident to be fair about it (eg, their lover was injured) or are currently not in their right mind.

6. RIGHT TO BASIC NEEDS
Inmates will always be allowed to have access to:
- any medicine and mobility devices they need
- any equipment for practising their religion (as long as it doesn't hurt themselves OR anyone else)
- the ability to express their gender how they are most comfortable
- the equipment needed to clean themselves, to stay mentally and physically healthy, food, and being alive (or nearest equivalent)
These CANNOT be held against the inmate, used to hurt them by denying them, or put the inmate 'in debt' if they request them, and any warden that does is breaking this right.

7. FREEDOM FROM EXCESSIVE FORCE
Excessive force from a warden to an inmate is NEVER ACCEPTABLE. (Force can be physical, magical, or anything else.) This includes: attacking when an inmate has surrendered; using more power than necessary to restrain or knock out an inmate; attacking an inmate who isn't hurting (or threatening to hurt) anyone; or torture (based on the inmate's own limits). It doesn't matter who started it - a warden MUST try to NOT use more force than required to finish it.

8. RIGHT TO OVERSIGHT
If an inmate feels like their own warden is being actively abusive towards them, they can ask another warden (one their own warden agrees to) to investigate their warden and make sure they're acting in a way that doesn't break any of the rights OR abuse the inmate in other ways. If the paired warden delays or prevents the investigation OR retaliates at the inmate for using this right, they are breaking the right.

9. FREEDOM OF SELF SUFFICIENCY
Wardens will only press the Big Red Button in the Warden Conference Room (which turns powers OFF for inmates (like being in a Zero cell) for one (1) hour) ONLY if they are reasonably sure that whatever is currently affecting the Barge (the ship itself AND/OR a significant number of passengers) is caused by an inmate that will stop doing it when depowered, AND they tell at least one other warden before doing so.

10. RIGHT TO REASONABLE PRIVACY
Wardens MUST NOT give their inmate's file to ANYONE ELSE without their inmate's express permission. (Inmates are free to share their file and any other personal info however they please). A warden may reveal private information about an inmate ONLY if it becomes directly relevant to a current incident.

Permissions: Skald Powers!

Thanks to a hell of a primer from Saga Anderson's grandfather Tor (who may or may not be a literal god of some script, but is definitely a magical musician/seer) Arthur has developed some magical talents befitting a Skald!

In practical terms, this means Arthur is a Level 1 Bard has the ability to magically perceive (Listen) some things about a character and affect them with the music he makes. What does that mean? Dealer's choice! It's a very vibes-based ability.

Most of the process is Arthur actively creating music of some sort, that he can essentially use to harmonise with the people or general universe around him: he can use this to get an extremely rough gauge on a person's psychological state and any obvious influences that might be affecting them. From there he can use his music to magically influence the person or people he's in tune with.

Since this inspiration is being drawn from the Remedyverse, canon demonstrations of direct influence on people include:
》Rallying during battle [CotEG - Alan Wake]
》Provide guidance through an otherwise unpassable area [TC - Control]
》Provide guidance through active eldritch fuckery [YY - AW2]
》Reinforce identity and return senses [HoD - AW2]
》Summon someone out of the Dark Place [DOS - AW2 (but still needs external assistance, eg Object of Power)]
As Arthur is still completely new to these powers, he won't be able to use it for to their full potential, or even perform most of these immediately: most of his current focus is just on learning to control and understand it.

When he starts leaning into the more proactively musical parts of these powers, hell eventually be able to do the following:
》Identify distinct timelines (as opposed to broadly discerning the same universe) pinpoint who is from the "original" canon line and who is divergent from it [canon basis in the known acknowledgement of the multiverse]
》Play any instrument with no prior knowledge whilst in the zone [Source: Pact of the Sword homebrew because it's funny]
》Summon instruments [source: mostly John Doe]
》Limited awareness of non-diagetic leitmotifs [source: Remedyverse's weird fucking meta layering]
But right now he's just fucking around and trying his best. Results will be extremely mixed and vary from thread to thread, as is the nature of a learning curve.

    Character Name: Arthur Lester

    Age: Uncertain, but I'm making him 29.
    From When?: Part 12: The End, waking up on the Barge instead of the Dreamworld.

    Warden Justification: Arthur will drag himself through Hell and back again with one arm tied behind his back and blindfolded because he learned that someone was in trouble. While his methods may skew less than moral, occasionally illegal, or sometimes even outright insane, he comes from a place of a genuine desire to help, and his heart is in the right place.

    Item: A 1920's Dunhill lighter, old but well cared for; on one side is engraved the phrase "This too shall pass" - the other has a piano score, playable with one hand. The flame won't burn wardens.

    Abilities/Powers: Apart from the moments where he is being forcibly hijacked by an eldritch monster John, Arthur Lester's skills remain within the realm of standard humanity. He is a private investigator of the 1930s with the physical capacity to fight, clamber, swim and row (for upwards of three hours) his way to victory. Most recently, he is also doing all of this with only one hand under his own control, and while John has offered some assistance, he is, primarily, fiercely independent, and thus he has also become extremely dexterous with his right hand, and has proven able to perform complex tasks with full competence, such as playing piano, climbing ladders, and using lockpicks.

    Due to the loss of his sight (though not, distinctly, control of his eyes), he's shown some increased sensitivity in his other senses, though it's more overcompensation than anything supernatural, and he's shown to be particularly susceptible to bad smells. This has also, for better or worse, rendered him completely immune to visual-based abilities of any stripe.

    As a direct result of John's extended possession while he was in a coma, he's also passively picked up a small measure of psychometry, and if Arthur should touch a recently deceased person, he automatically triggers an ability that allows him to see the last few minutes of their lives. (However, because he's still fucking blind, this will only affect anyone who currently has possession of his sight. So, mostly John.)

    There's also a gentle implication in later episodes (starting from the canon point he was drawn from) that he may have some passive healing abilities, as well thanks to John's presence, though the exact limit of these is unknown, but mild.

    Wardening Strategies and Philosophies: While John is going to do a lot of heavy lifting regarding Arthur's engagement with the visual aspects of the Barge, Arthur is very much his own person with his own opinions, and will be utterly engaged by the multitudes of people present on the Barge to learn about. He's going to be initially skittish of everyone as a whole, given how for the last entire week of his life everyone has been corrupted into trying to kill him, but once he understands that most people here have genuinely good intentions, or at least are willing to try, he'll warm up to people quite quickly.

    Given the entire situation with John, there's undoubtedly going to be a degree of double-teaming with any inmate John gets, but Arthur's focus will be largely on a more mundane scale. He is a man of intense regrets, but he also recognises his own fault and complicity in them, and acknowledges the facts of him hurting or wronging people (even if he's not yet comfortable expanding on some specific examples of these with other people just yet). Before anything eldritch or supernatural ever happened to him, he has already harmed people irreparably, and he knows and owns this, and is perfectly happy to either help people cope with this fact, or confront them about it relentlessly.

    Arthur is an extremely goals-oriented person, and the first thing he likes to try and do in literally any given situation is take stock of his resources, his accumulated information, and work out a game plan to use what he has to make tangible process towards a previously stated intent. He also knows what it means to go too far in pursuing a goal, and the extent to which justifications can mangle any genuine intent or reason behind what might have originally been a sensible or even selfless idea. He's also becoming quite an expert in what fear can do to strangle one's perspective, and would do well with someone who has a tendency to justify their heinous or amoral acts, or who deflects under pressure.

    Even blind, Arthur is keenly observant and has a quick mind, and has spent long enough as a private investigator to make quick use of limited clues in order to reach reasonable deductions. However, he's also argumentative, bad at backing away from conflict and stubborn - while he wouldn't necessarily do poorly with an inmate who is equally argumentative, the fact is he is also this way with John, and having two people arguing with him at the same time would definitely cause things to escalate quickly, and Arthur isn't above saying things in the heat of the moment that will genuinely hurt his target.

    Arthur might also have difficulty with inmates who require a great deal of literal observation, due to his limited inability to follow them properly, but equally with aggressively independent characters for the same reason. He's also extremely impulsive - less in the sense of spontaneously performing actions, and more thoroughly regarding his choices and choosing to do a thing anyway without considering the consequences - and prone to throwing himself into danger to the point of blatant self-sacrifice. He may well do quite well with an inmate who has a protective streak that needs a focal point.

    Deal: To unlink the human world and the Dark World, so no more eldritch creatures can slip between the two.

He isn't looking at the camera, depite the faint glow of the screen in the obvious dark of his room, and while he's not strictly old there's a weariness and severity to his features that has aged him terribly.]

    John hasn't said anything for a while now. I-I don't feel the mask, nearby, and as I believe the door opening may have woken me up... I suppose he's taken his leave for a minute. It's not like he needs to sleep, we already know this about him, so I am... alone.

    [There's a soft sigh, and the tablet gets lowered; it's visible on the edge of the screen that he's rubbing his face with his right hand.]

    Truly, I am alone. For the first time in... God. Still a week, it feels like, not the five or perhaps even six it is in reality. It's hard to regard a month in a coma as time well spent, though... I am glad something has come out of it for him. Something better than...

    ...he said he has a deal as well. I didn't ask further - given our circumstances, I want him to have the opportunity for privacy. As he does his best to offer it to me, so too is the least I can do offer the same in return. [A bit lighter:] Truthfully he seems quite eager to be here. While the transition to him having his own form has been... somewhat jarring, something about the concept of redemption, o-of helping people find meaning - he takes to it like a fish to water. And he's been quite encouraging that I ought to be able to do the same.

    We spoke about what happened, before. But I don't think... no, it's. It's fine. If there's anything he's not telling me, I need only ask. I know this.

    CURRENT CANON POINT: Part 23: The Past, about to be thrown down a mineshaft by Larson.
    PHYSICAL DESCRIPTION: Canonically described as having "the cold, calculated demeanor of someone not to fuck with", which largely means Resting Bitch Face, and stress has aged his appearance distinctly to his late 30s/early 40s. Around 5'8-9", unhealthily skinny and not particularly imposing physically. Small Angry Dog energy. A London-English accent, but tempered through a decade of living in America. Where possible he dresses in suits, vests or sweaters, and suspenders from the 1930s Americas. Occasionally this also includes a fedora or flatcap, and now consistently wears gloves. His hair is to his shirt collar, streaked with visible hints of gray at the temples, and he strongly prefers to be clean-shaven. There's a visible scar on his neck, having had his throat slit open, and the left pinky is missing the final knuckle, replaced by a short length of wood that is rooted under the skin down to his wrist.

    DEMEANOR:
    [ previously ]Blind and extremely obvious about it. Will ghost along walls where possible, using his right hand consistently for everything, up to and including two-handed tasks. Very noticeably doesn't use his left hand. When in an unfamiliar situation is distinctly tense and skittery, quick to flinch and react; when comfortable, he is still, confident and tends to gesture somewhat with his hands.

    When he is currently possessed by John, his movements become a lot more confident and natural, and he can pass quite well for sighted, although smaller movements are still distinctly less coordinated. In general he'll also be a lot less skittish, since he has a much higher awareness of the general area around him. During these times, he'll be carrying a pallid mask on his person.
    As of 01/02/24 Arthur has his sight (and a great deal of his confidence) back. He consistently tries to maintain a calm, even exterior, acting polite and professional, if cold, to most people and rarely letting any genuine emotions to the surface. Due to his canon point he's extremely reactive, and will nearly always go to violence as a first resort, with little to no warning. Swears like a fucking sailor. He's got an extremely sharp and quick tongue on him, that he's not afraid to use on friends and foe alike. Can often come across as very stuck-up, with the English accent and constant formal-wear, but he's hopelessly impulsive and reckless if he gets the wrong idea in his head.

    Immediately after a death, he will lose control of his eyes again as he did if he was being possessed by John, and they'll take about two days to recover; during this time, see previous information (without John's possession).

    ABILITIES:
    [ previously ]Really, really good at doing two-handed tasks singlehandedly. Formidable proprioception. Over-active sense of smell. Expert piano player. A very good detective.

    He also has the supernatural ability to touch a dead body and see the minutes leading up to their death - however, for obvious reasons, this power isn't of much use to him, and would only be seen by someone controlling his sight.
    As of 01/02/24 Arthur has his entire body back under his own control. He's right-handed, so none of his major or even fine motor skills have diminished during his time with John. He's a private investigator so have a large number of larceny-related skills such as lockpicking, petty theft, being sneaky and to some extent manipulating and tricking people, which he can usually sell pretty well when he's not caught completely off-guard. He's an expert piano player, especially in classical and jazz styles, and can also (now) play guitar at a professional level. Excellent proprioception and an over-active sense of smell.

    As well, he still has the supernatural ability to touch a dead body and see the minutes leading up to their death; this is all round a thoroughly unpleasant experience.

    MEDICAL INFORMATION:
    [ previously ]Arthur is blind, and has no conscious control of his left arm, from the elbow down, and also of all his toes. There's no physical explanation for these; they can and do, in fact, move when Arthur makes an effort, and they all still feel pain (to be suffered by whoever possesses them). Metaphysically, his connection to those parts of his body has been corrupted or 'rotted away' by the eldritch possession he's suffered under John, and these parts are no longer present on his soul.
    As of 01/02/24, He is no longer blind and has full capacity of his limbs returned. He will be blind on arriving back on the Barge, and after any subsequent deaths, but his vision will restore itself after about two days.

    He's currently suffering from severe malnutrition due to two non-consecutive months of starvation; one in a coma, one spent in a prison pit with minimal food or water and major stress. A scar is visible across his throat, deep enough that he cut his trachea (but somehow avoided his jugular), very freshly healed, and the last knuckle on his left pinky has been bitten off, poorly cauterised, and replaced with a short length of black wood as long as the bone should be, with black roots distinctly visible under the skin, following the veins of the finger and hand, down to the wrist.

    Noteworthy less visible scars also include:
    - a deep knife wound to the guts (the only scar to have received professional care)
    - two bullet wounds to his abdomen and one to his heart, all with corresponding exit wounds
    - an overlapping lamprey-like bite scar and healed burn on his left bicep
    - a similar, giant lamprey-like scar over his stomach
    - shallow friction burns across his right face, predominantly his cheek and eye
    - pale Lichtenberg scars on both palms and forearms, and healed burns on both palms
    - very freshly healed scars from a compound fracture to right femur and two to his right tibia
    - humanoid but monstrous bite mark to left calf (barely healed, not yet scarred)
    - top half of right ear is missing (largely hidden by his hair)

    As well, there are various other less remarkable minor cuts, burns and marks as earned through a difficult life. Has also previously suffered minor-to-moderature fractures in multiple places, including ribs, ankles and probably skull, as he's been in at least one major car accident.

    Also of note is that he now has a yellow tint and some visible flecks to his brown irises, sharper teeth than would be baseline human, and a lower average body temperature than an average human; however, given the aforementioned starvations, his body temperature is also wildly unreliable to begin with.

    Inside is the most stereotypical noir office ever. A patch of discoloured flooring suggests a closet used to live against one wall, but there's now a door that leads to a bedroom; on the opposite wall of the office is a bathroom, both largely typical of the era. Of distinct note is that there is an upright piano pressed against one wall in the office, and the desk is clearly large enough for two people to work comfortably.
    OFFENSIVE SUBJECTS: Child abuse/death, wanton or callous murder, human sacrifice. Cults and religious extremism, also just like. Religious zealotry in general. The concept that any individual life isn't worth putting his whole chest into saving. Cannibalism!

    IC PERMISSIONS:
    MENTAL: Full permission for all magical abilities. If subject to any sort of psychic control/puppeteering abilities, Arthur has sufficiently strong will-power to make a spirited, though mundane, attempt to fight back, but it may also set off a panic attack.
    MIMICRY: This will end incredibly poorly, even more so if someone mimics John. Not a no, just heads up.
    VIOLENCE: Go for it! He will fight back like a little rat fuck and go for the kill.

    OTHER / NOTES: John ([personal profile] greatoldjohn) and Arthur have explicit permission to godmod each other when in a thread together, due to their statuses as Possessor/Possessee Entwined at the soul. As such, Arthur will ping as supernatural (specifically eldritch, low-key King in Yellow vibes for those who aren't familiar with John specifically) to anyone with the ability to sense that. To normal humans he's totally mundane.
